In accordance with Part 8, Article 81 of the Planning and Development Regulations 2001 (as amended), Kildare County Council hereby gives notice of proposals pertaining to development as follows:

 

A proposed Civic Amenity and Waste Transfer Facility on site at Kilmacredock Upper & Castletown, Celbridge, Co. Kildare for mixed household municipal waste streams, with a maximum capacity of 7,500 tonnes per annum, and comprising the following buildings:

 

  1. A single storey (166.83 metres squared) Administration/ Staff Building

  2. A single storey (33 metres squared) Pay Station Building

  3. A single storey (11 metres squared) Weighbridge Building

  4. A single storey (57.64 metres squared) Household Hazardous Waste Storage Building

     

    Additional works required to support the facility include internal roads and set down areas; a site wastewater treatment plant; material handling areas; staff and visitor parking, moveable waste skips; cctv and public lighting, and landscape works (including retaining walls), in addition to all necessary services and utility provision and associated site works.

     

    The proposed development includes modifications to the R449 road adjacent to the proposed site entrance including a right-hand turning lane and associated road infrastructure signage, and modifications and widening to the existing site entrance, footpaths, cyclepaths and landscaping.

     

    The proposed development has undergone Appropriate Assessment Screening under the Habitats Directive (92/43/EEC), the Planning & Development Act 2000 (as amended) and the European Communities (Birds and Natural Habitats) Regulations 2011-2015. Kildare County Council has determined that an Appropriate Assessment is not required. The proposed development, individually or in combination with any other plans or projects, will not have a significant effect on a European Site.

     

    In addition, the proposal has also undergone screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU as amended by Directive 2014/52/EU, (and the relevant provisions of the Planning & Development Act 2000, as amended and the Planning & Development Regulations 2001, as amended) and Kildare County Council has determined that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required.

     

    In accordance with Article 120 of the Planning & Development Regulations 2001 (as amended), any person may, at any time before the expiration of 4 weeks beginning on the date of this notice, apply to An Bord Pleanala for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.

     

    Plans and particulars of the proposed scheme will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy from Tuesday, 16th July, 2019 to Tuesday, 13th August, 2019 during public opening hours at the following locations:

     

  • Kildare County Council (Level 2 Exhibition Area), Aras Chill Dara, Devoy Park, Naas, Co. Kildare and

  • Celbridge Library, St. Patrick’s Park, Celbridge, Co. Kildare, W23 VA47.

     

    Plans and particulars of the proposed development will also be available to view during the period noted above on Kildare County Council’s website at

    Submissions or observations with respect to the proposed development and dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made, in writing, to Liam Dunne, Senior Executive Officer, Environment Department, Kildare County Council, Aras Chill Dara, Devoy Park, Naas, Co.     All submissions and observations should be headed: ‘Part 8 Civic Amenity and Waste Transfer Facility at Celbridge, Co. Kildare – KCC Ref. P82019.11’.

 

All comments, including names and addresses of those making comments, submitted to the Council in regard to this scheme will form part of the statutorily required report to be presented to the monthly meeting of Celbridge Leixlip Municipal District Committee (Kildare County Council). Accordingly, they will also be included in the minutes of that meeting and may appear in the public domain.
