1. To approve minutes of meeting of 19 October 2010 and to note progress report.

Transportation and Public Safety (10:15 a.m.)

2. To receive update on the Celbridge Traffic Management Plan.

3. To discuss enforcement of Leixlip Parking By-Laws.

Motions

4. Councillor McGinley

That a name be given to the new road between Straffan Road and Meadowbrook Road and that appropriate sign posts be erected.

5. Councillor McGinley

That the Garda at senior level be asked to ensure that parking regulations are adhered to in Parsons Street, Maynooth in order to put an end to cars and four wheeled vehicles parking on the footpath and in order to permit vehicles to drive in two lanes.

6. Councillor Byrne

That the council now put in place a review of the parking by-laws for Celbridge to deal with a number of issues that have arisen since the by-laws were last reviewed.

That the storm drains in Vanessa Close and Ballymakealy housing estates, Celbridge be cleaned to prevent flooding of the roadways in these estates.

That the council examine how a safe pedestrian crossing can be provided at the junction of Saint Raphaels Manor, Abbey Farm and the Clane Road, Celbridge with particular emphasis on school children who cross there.

We ask for a report from the area engineer about her approach to painting and repainting cycle lanes and tracks in the Celbridge Electoral Area, we also consider recommending a policy for inclusion in the County Development Plan, whereby cycle lane markings close to busy urban schools receive a higher priority than the markings on rural roads.

In view of the traffic problems on Straffan Road, Maynooth particularly at the morning peak that the council considers the role played by the traffic lights at the junction with Main Street, Main Street and Mill Street and Main Street and Kilcock Road, we consider what changes can be made specific to morning peak times, if turning off some of the lights for these times would contribute towards a solution and if so how pedestrians can be safely accommodated.

That the council examine moving the single white line on the road outside Ryevale Tavern, Leixlip to a point closer to the Tavern to allow other traffic to pass whilst a stationary vehicle is turning right into Tavern car park. Further that a yellow box be installed at his point to allow traffic exit from the Tavern.

That the council indicate the stocks of sand/salt sandbags etc that are being held in reserve at the Maynooth area office for inclement weather.

What progress has been made on banning through traffic HGVs from Straffan?

When are the missing public lights at the rear of houses (details supplied) at Old Greenfield, Maynooth going to be re-installed?

What progress has been made on the provision of traffic signals at the Straffan Road/Meadowbrook Link Road junction?

To ask the area engineer to examine the flooding that occurs outside (details supplied) on the Dublin Road, Celbridge and that has arisen recently.

To ask the council to examine the possibility of providing a right hand turn on Church Road (Tea Lane) where it meets the entrance to Saint Patricks Park, Celbridge as a matter of urgency.

To ask the area engineer if she will arrange to have the yellow box at the exit from Castlevillage estate, Celbridge re-painted as the existing markings have faded or worn to the point where they are no longer visible.

When will the pathway damaged by a bonfire last year at Willowbrook be repaired, when will the glass strewn here be removed and when will the items removed from the playground be replaced?

Has a pedestrian/traffic count taken place at the junctions of Green Lane/Castletown/Oaklawn at school times, if so what were the results, if not can one be done?

Can we have an outline of all the options that have been considered for restricting traffic in the back lane behind Main Street, Celbridge and St Patrick’s Park, what has been done already and what options remain?

To ask the council if a date has been set to finalise regulated parking in Leixlip and if the matter of 1 or 2 hour parking has been resolved in Main Street car park and Dun Carraig.

To ask the council what progress has been made in the design of the entrance to Riverdale estate in conjunction with Leixlip Town Council.

That immediate action be taken against the owner of derelict row of houses in Maynooth (details supplied) under the derelict sites act.

That this committee gets an up to date review of the reasons for the sewerage smell at Rye Bridge, Leixlip.

Planning and Economic Development (11:20 a.m.)

That the committee receive an update from the planning section concerning the proposed visit to Leixlip to check on signage etc as reported at the last area meeting.

That the issues with the Leixlip Youth and Community Centre, Newtown House (roofing, lighting/electricity supply, sewage, etc) be addressed without any further delay.

That the public and press are admitted to all Celbridge Area Committee meetings, except where a vote is taken to exclude them, in line with section 19 of the standing orders. In cases where an agenda issues for a closed session, that minutes are taken and circulated afterwards, in cases where the subject under discussion at area meetings requires a decision, such a decision is postponed until it can be taken in open session.
