Minutes of the Clane Area Committee Meeting

Held on Tuesday 08 March 2011 at 2.00 p.m.

In Áras Chill Dara, Naas.

Members Present: Councillor P. McEvoy (Cathaoirleach), Councillor S. Langan,

Councillor L. Doyle, Councillor B. Weld.

Confirmation of minutes held on 08 February 2011

The committee considered the minutes of meeting of 08 February 2011.

Resolved: The minutes were approved on the proposal of Councillor Doyle and seconded by Councillor Langan, to be confirmed and taken as read.

Matters arising from Minutes and Progress Report

Councillor Weld requested that the committee be kept informed in relation to Coill Dubh Soccer Club.

Mr. O’Leary briefed the members on the current situation in relation to the Monastery site in Kilcock. He agreed to keep the members informed on any progress.

Draft Special Speed Limit Bye-Law

The committee considered the following item submitted by the transportation department “To consider Draft Special Speed Limit Bye-Law - M4 Service Station at Martinstown and Kilmorebrannagh, Enfield, Co. Kildare under Section 9 of the Road Traffic Act, 2004 (No. 44 of 2004)”.

The members agreed that this item be put forward to full council for approval.

Car Park - Banóg, Kilcock

The members considered the following motion in the name of Councillor Weld “That the car park at the Banóg, Kilcock be resurfaced as a matter of urgency”.

The area engineer reported that all the potholes were filled and fine stones were rolled into the carpark surface on 28th February 2011. This work was funded by the parks department.

Councillor Weld requested that a long term measure be considered for the repair of the car park. The area engineer agreed to look into the matter.

Resolved: that the area office investigate a long term solution.

Footpath to Tiermoghan National School

The members considered the following motion in the name of Councillor Weld “That the council examine the possibility of providing a footpath from Fanagh Green and The Close to Tiermoghan National School”.

The area engineer informed the committee that sections of road on the approaches to Tiermoghan school were overlaid in January and it was the intention of the Clane area office to complete the overlay works in front of the school during Easter. There would be an opportunity at that time to extend the existing footpaths in order to attempt to link up Fanagh Green, the Close and the National School. Consultation and agreement would be required with a number of residents as the removal of some hedgerows and verges may be required to achieve this. Funding for these works was being sought from the National Transport Authority.

Resolved: that members be kept informed of progress.

Road Repairs – Tiermoghan National School

The members considered the following motion in the name of Councillor Weld “That the road outside Tiermoghan National School be repaired”.

The area engineer informed the members sections of road on the approaches to Tiermoghan school were overlaid in January and it was the intention of the Clane area office to complete the overlay works in front of the school during Easter.

The report was noted.

Alexandra Bridge

The members considered the following motion in the name of Councillor McEvoy “That capping stone repairs to the protected structure Alexandra Bridge on the Liffey in Clane be prioritised to prevent further stonework from dislodging”.

The Clane area office has attempted to complete this work on a number of occasions but it is more complex and more difficult than it appears. Work would be scheduled for 21st March and a lane on Alexandra Bridge would be closed. Permission from the adjacent landowner would be required. Councillor McEvoy requested that the area engineer update the committee on progress at the next meeting.

Resolved: that members be informed of progress.

Footpath Repair – Sallins Road, Clane

The members considered the following motion in the name of Councillor McEvoy “That the footpath on the Sallins Road, Clane between the graveyard and country market be repaired”.

The area engineer reported that the area office accepts that this footpath was in very poor repair and would require immediate attention.

The report was noted.

Disabled parking space – Coill Dubh

The members considered the following question in the name of Councillor Weld “Can a disabled person’s parking space be provided outside the house where we recently installed a new path in Coill Dubh village?”

The area engineer reported that this work was completed yesterday.

The report was noted.

Public Lighting – Rathcoffey Church

The members considered the following question in the name of Councillor Weld “Can public lighting be provided on the road outside Rathcoffey Church?”

The area engineer reported that unfortunately, there was currently no funding available within the transportation department’s budget to install public lighting in 2011.

Councillor Weld was unhappy with the report and felt it was a health and safety issue.

The report was noted.

Ditch Cleaning

The members considered the following question submitted by Councillor McEvoy “Can ditch cleaning be extended from recent work in Graiguepottle to prevent flooding originating along the R407 and impacting lands east of the road?”

The area engineer reported that the area office had considered that this work in the Graiguepottle townland was complete. However, if the councillor was aware of any specific isolated flooding the area office would undertake the works requested.

The report was noted.

Flooded Section – Nancy’s Lane

The members considered the following question submitted by Councillor McEvoy “Can road-shavings be used at the flooded section of Nancy’s Lane to keep the amenity open for pedestrian use?”

The area engineer informed the committee that the area office have road shavings available and would supply them as requested.

The report was noted.

Surface Reinstatements

The members considered the following question in the name of Councillor McEvoy “Can the area office indicate if permitted road openings require surface reinstatements with high-temperature tarmac to reduce surface failures?”

The area engineer reported that road opening licences which are issued contain detailed road restoration specifications. The use of cold applied road reinstatements was only acceptable on a temporary basis. All permanent repairs must use hot applied bituminous materials.

Localised Flooding

The members considered the following question in the name of Councillor McEvoy “That feeder streams flowing into the Morrell River, upstream of the Turnings Bridge be managed to prevent localised flooding”.

The administrator reported that the Clane area committee have been kept up to date in relation to the works carried out on the Morrell River and its tributaries over the past 18 months or so. These works have consisted of cleaning of the main river channel and cleaning of the various bridges along the Morrell, including the Killeenmore Bridge on the Painstown River. This area would continue to be monitored by the water services section.

Councillor McEvoy requested that the area office liaise with water services in relation to the localised flooding. The area engineer agreed to this.

CL14/1103

Any Other Business

Councillor Weld raised concerns in relation to potholes outside the Ashgrove estate in Derrinturn and requested that repairs be carried out.

Councillor Doyle requested that letters of congratulations issue to Mr. Paul Robinson and Mr. Bobby King on their recent achievements, and praised them for being a great example to the community.

Councillor McEvoy requested an update on the Portglorian Road Works for the next meeting.

The committee paid tribute to Mr. Talbot on the outstanding contribution he has given to Kildare County Council and the Clane area committee. They also wished him well on his forthcoming retirement. Mr. O’Leary also wished to be associated with the sentiments of the committee.
