Planning

6. To consider material contravention of the Development Plan for the County of Kildare (2005-2011) and Newbridge Local Area Plan 2003 in respect of planning reference number 07/1561. The development consists of: Revisions to the previously permitted 4-arm, 50-metre diameter roundabout, immediately south of the junction of the R445 Naas/Newbridge Road- Old Naas road, to comprise a 3 arm roundabout; the reconfiguration of the previously permitted internal 2 arm, 40 metre diameter roundabout, to comprise of 3 arm, 70 metre diameter roundabout, with a new 630 metre distributor road, running in a northerly direction from this roundabout, to the R445 Naas/Newbridge Road (at a point to the South of the Old Naas Road). The proposed 630 metre new distributor road will comprise the realigned R445 Naas/Newbridge Road – Newbridge South Orbital Relief Road, superseding the previously permitted connection into the existing R445 from the roundabout immediately south of the junction of the R445 Naas/Newbridge Road – Old Naas Road. This proposed distributor road will consist of dual carriageway construction comprising 7.5 metre wide carriageways, 2.0 metre wide verges, 1.5 metre wide cycle tracks and 1.8 metre wide footpaths. The development will also include the provision of public lighting, signage, associated services including surface water drainage with attenuation, trunk foul drainage, water supply, landscaping, boundary treatments, footpath, changes in level, and all associated site development and excavation works. The foul sewerage network will be extended north of the R445 along the Old Naas Road. The proposed road will form part of the Newbridge South Orbital Relief Road – Bennet Developments.

The development would contravene materially objective 6.7.6 of the County Development Plan 2005 – 2011 which states: “Where an area is not within an identifiable settlement, and is not otherwise zoned as part of this development plan, or of any of the town development plans, the use of such land will be deemed to be primarily agricultural,” and would materially contravene objective 3.8.1 of the Newbridge Local Area Plan 2003 which states: “It is an objective of the Council to protect from development and seek their construction, the following routes; a) From the R445 at Little Connell (a) to the Green Road., (b) including a new bridge over the Liffey’ and associated zoning map (Map No. 1 of the Newbridge Local Area Plan 2003) with respect to the alignment of a section of the proposed distributor road and relocation of the proposed associated distributor road roundabout adjoining the R445 (report to follow)

15. Councillor Ridge

That Kildare County Council grant at source the tax credit for household waste management charges and to that end that the members of this council request that the Revenue Commissioners facilitate this proposal.

16. Councillor McGinley

Given that Voluntary Housing Agencies are entitled to 'cherry pick' tenants for the

houses under their control, from the general housing list, and given that tenants of

these houses are not allowed to purchase their houses, and the fact that Kildare

County Council operate a fairer Differential Rent Scheme, that it is hereby

declared the policy of Kildare County Council that Social Housing in the county

will be allocated by Kildare County Council on the basis of its letting priority

scheme and will be managed by Kildare County Council; and furthermore that the

Council will continue to encourage and assist the Voluntary Housing Sector to

produce their own housing units and schemes in the County
