4.  To consider material contravention of the Rathangan Local Area Plan 2002 in
            respect of planning reference 06/2912. The development consists of 18 no.
            dwellings consisting of 10 no. four bedroom two storey detached houses and 4 no.
            three bedroom two storey semi detached houses and 4 no. five bedroom dormer
            bungalow houses and all associated site works – Raymond Conlon.
     The development would contravene materially objective 3.2.4 of the Rathangan
     Local Area Plan 2002, which states, “This zoning provides for industrial
     development  excluding retail warehousing. Other uses, ancillary or similar to
     industry and warehousing will be considered on the merits of each planning  
     application and may be acceptable in this zone.” (report to follow)

    10.  Athy Area
(a) That KCC review the levy scheme immediately and supply a report in relation
to  this.
(b) That Kildare County Council determines that it is not contrary to the provisions
       of the County  Development Plan or public policy to provide childcare facilities
       in rural areas to meet the needs of rural dwellers"
(c)  That the housing department conduct an audit of its housing stock to evaluate
       the number of units with fuse boards in them"

11.   Councillor Mc Namara
This Council recognises that the Public Service Embargo is having a detrimental
effect on the effective operation of Kildare County Council. This Council notes that
Kildare County Council is at a significant disadvantage in comparison to other
county councils because of its low staffing level per head of population. This
council further notes that Kildare has a staffing ratio per head of population of 1:
227, in comparison to Cavan 1:140, Clare 1:131 and Kerry 1:128. This council
also notes that the population of Kildare has risen 38% since 1996 and continues
to rise and calls on the Minister for Environment and the Minister for Finance to lift
the embargo and provide the finance to employ more staff.

     12.  Councillor McGinley
           "That the County Manager explains the system used in County Kildare to decide
            the maximum amount allocated in individual cases to applicants for the Shared
            Ownership Loans; why Kildare seems to be alone in capping the loan at
            €185,000 and in not taking into account the rental element of the property in
            question and if he will change the system in Kildare so that the amount that can be    
            borrowed more closely relates to the cost of affordable housing units."
