12. Housing Strategic Policy Committee

That the Minister for the Environment, Heritage and Local Government review and amend the provisions of Part V of the Planning and Development Act 2000, the workings of which are cumbersome and increasingly ineffective in the current climate of a declining housing construction market and an increasing number of applicants on the housing lists of local authorities around the country. Such a review should focus on a more effective method of delivering housing while remaining committed to the principle of social inclusion.

14. Councillor Murphy

Kildare County Council consider organising a forum early in the New Year to explore, with the various stakeholders, the new economic environment. Such a forum should identify what initiatives might realistically be undertaken to ensure the downturn is not prolonged. 


15. Councillor Murphy

The planning laws exempt some buildings such as Garda Stations, which are all now constructed with masts. The masts include a facility for emergency services but also offer the facility for commercial operators. The commercial aspect has nothing to do with the Garda requirements. We consider how appropriate it is for such aspects of such a development to be an exempted development with a view to seeking changes to the planning laws.



16. Councillors Byrne and McGinley

That the council now put in place a planned programme of cleaning storm drains and waterways to prevent or reduce the effects of future heavy rains.



17. Councillors Byrne and McGinley

That the council adopt as policy that in future multistorey buildings must provide private open space at ground level and that roof gardens no longer be accepted in this regard.
