Planning and Economic Development


5.   Reference Number in Register 09/875
 To consider material contravention of the Kildare County Development Plan 2005-2011
 in respect of planning application reference number 09/875.  The proposed 
 development if permitted will consist of retaining and completing parking area for trailers
 to the rear of existing premises and all ancillary site works at Baltracey, Donadea,
 Co.Kildare, by Sean O’ Shea.
The development, if permitted, would contravene materially Section 6.7.6 - OD1 of the County Development Plan 2005-2011 which states: “Apart from housing development there are other land uses which may be considered in the rural countryside.  Where an area is not within an identifiable settlement and is not otherwise zoned as part of this Development Plan or of any of the Town Development Plans the use of such land will be deemed to be primarily agricultural." 17. Councillor Moore
That a survey be completed by Kildare County Council on all 'Permission Granted' Development Schemes (a) Housing and (b) Commercial, to establish the stages of (1) work completion, (2) levies outstanding and (3) levies lost to the Planning Authority.

18. Councillor Moore
That in view of Kildare County Council’s failure to deliver on a promised Information Seminar, that a Housing Consultant be engaged from another Authority to make a presentation to all Kildare Local Authority members on new Government Guidelines and instructions in the provision of houses.

 With regard to the litter fines:
(a)  How much was collected in 2008 and 2009 in fines
(b)  How much is outstanding in fines for 2008 and 2009.

20. Councillor Murphy
We arrange to hold the July meeting of Kildare County Council in Castletown House in Celbridge.   We further arrange a briefing by Dr John Olley and or Dr Finola O’Kane
Crimmins, from the School of Architecture UCD on the report they provided to Kildare County Council “Designed Landscape of Castletown, Celbridge and Adjacent Demesnes”.  

21. Councillor Murphy
We seek a report on the staffing levels of Kildare County Council as of 31 March 2010 and how that relates to the same period in 2009 and 2008.   How many staff members are still employed on temporary contracts.  How Kildare compares to other local authorities.    Are there mechanisms within the embargo where some recruitment where particular gaps arise?

22. Councillor Griffin
Now that we are half way through the financial year it is timely that the executive provides council with the advantages and disadvantages of discontinuing with the refuse service as presently operated by Kildare County Council.

      How many houses on the RAS scheme owned by developers/property companies are
 paying the Non Residential Property Tax to council.

24. Councillor O’Donnell
That the members of Kildare County Council recognise that a thorough register of individuals with disabilities in the county would greatly assist in the preparation of policies in this area, and that it would also help to ensure the focused delivery of support. Furthermore, the members call for such a register to be prepared as a matter of urgency


and request that the Council work with other state and voluntary agencies to begin the process of preparing such a register.

That Kildare County Council review the mechanisms used to advise residents and businesses of major changes to local infrastructure (e.g. water supply).
