Planning and Economic Development

6. Reference Number in Register 09/1384
To consider material contravention of the Kildare County Development Plan 2005-2011 in respect of planning application reference number 09/1384. The proposed development, if permitted, will consist of the erection of an agricultural and horticultural machinery hire depot, consisting of office, workshop storage area, toilet and canteen and installation of septech 2000 effluent treatment plant at Ballyonan North, Broadford, Co.Kildare, by Bull Hill County Machinery.
The development would contravene materially section 6.7.6 – OD1 of the County Development Plan 2005-2011 which states: “Apart from housing development there are other land uses which may be considered in the rural countryside.  Where an area is not within an identifiable settlement and is not otherwise zoned as part of this development plan or of any of the town development plans the use of such land will be deemed to be primarily agricultural”

7. To approve, pursuant to Section 85 of the Local Government Act 2001:
       A.    agreements with the county councils of South Dublin and Dun Laoghaire Rathdown
               for the removal of graffiti in their respective areas (report attached)
       B.    agreements with the county councils of Dun Laoghaire Rathdown, Fingal, Kilkenny,
               Laois, and  Wexford and Dublin City Council in respect of works on bridges (report

17. Councillor Murphy
We seek a report on the estimated cost of grass cutting on the motorway verges, how that is funded, the extent of maintenance that will be carried out.   We further consider design issues in relation to minimising future maintenance.

We seek a report on the process where amenity land can be acquired by the Department of Finance/Kildare County Council following the liquidation of construction companies.

19. Councillors McGinley, Purcell, MacNamara and Byrne
      Given that Kildare County Council has produced a litter management plan for 2008 –
2011 could the following information be provided at this stage of the plan:

(a) The amount of money provided each year for the implementation of the plan and a
detailed break down of how that money was spent each year. i.e. 2008/2009 and how
much money has been provided in 2010 and the plans for spending same.
(b) The number of litter fines and court prosecutions that were imposed in 2008/2009
under the litter act and the areas where the offences occurred.

20. Councillor Murphy
We seek a comprehensive report on the Council’s street lighting contract including,  the number of columns,   the level of columns out of order,  the repair timeframe, the cost
to the council and how that cost is met (National Primary/Secondary Route lighting and the remainder of the system.  The efficiency or otherwise of the repair service, the type of light and if there is a more efficient system.  If there are recurring problems with particular lighting or in particular areas how that is being addressed towards minimising the problem etc.  

21. Councillor Murphy
That the Transportation SPC when meeting with Irish Rail pursue with them their dual suburban service pricing policy, whereby locations that fall within the natural catchment of the Dublin Commuter Belt such as Sallins and Kilcock  pay higher fares than other locations, some of which are significantly further from Dublin City Centre.  We seek a remedy for this problem.

22. Councillor McEvoy and Councillor Kennedy
That this council identify the services and public funding being allocated to youth needs across the county in order to identify gaps and strategic objectives for our developing communities.

23. Councillor McEvoy and Councillor Kennedy
That this council call on the Minister for Education to create a fully independent appeals process for Special Education decisions and that appeals be evaluated by qualified educational psychologists with senior grade experience.

24. Councillor Wall
That Kildare County Council in association with the relevant local authorities in the county immediately provide a free confidential telephone number for the reporting of illegal
dumping, considering the proliferation of rubbish in the county and its environs and as an attempt to counteract the growing problem.

26. Councillor Lawlor
 That Kildare County Council actively engage with NAMA to:
(a) Seek to purchase residential property to help alleviate the housing waiting list.
(b) To develop a strategy to complete unfinished estates in the county.
