Minutes of Monthly Meeting

held at 2.00 p.m. on Monday, 18 April 2011 at

Áras Chill Dara, Devoy Park, Naas, Co Kildare

Councillor Griffin, Deputy Mayor, informed the meeting that the Mayor sent his apologies as he was unable to attend the start of the meeting and, in this absence, he would Chair the meeting. The Deputy Mayor welcomed Councillor Kennedy back to the chamber following a recent illness.

Confirmation of Minutes

The council considered the minutes of the monthly meeting held on 28 March 2011 and special meeting held on 14 February 2011, together with the progress report.

Resolved on the proposal of Councillor L Doyle, seconded by Councillor Kennedy, that the minutes of the monthly meeting held on 28 March 2011 and special meeting held on 14 February 2011 be confirmed and taken as read.

Committee Minutes

The Council considered the committee minutes which had been circulated with the agenda.

Athy Area – 21 February 2011

Resolved on the proposal of Councillor Wall, seconded by Councillor L Doyle, that the minutes be noted.

Disposal of Land

1.96 ha. at Bawnogues, Kilcock

The Council considered statutory notice dated 7 April 2011 which had been circulated to members pursuant to section 183 of the Local Government Act 2001 signifying intent to dispose of 1.96 ha. (4.84 acres) of the council’s land at Bawnogues, Kilcock to St Cocoas Athletic Club in consideration of payment of €305.00 per annum.

Resolved on the proposal of Councillor L Doyle, seconded by Councillor McEvoy, that pursuant to Section 183 of the Local Government Act 2001 that the Council consent to the disposal of the land in accordance with the terms set out in the statutory notice.

Filling of Committee Vacancies

The Council noted that vacancies had arisen in the membership of committees and external bodies as a result of the resignation of Councillor Kennedy from these committees.

Resolved on the proposal of Councillor Kennedy, seconded by Councillor McEvoy, that Councillor Larkin be appointed to the Housing Strategic Policy Committee, Protocol Committee and Dublin Leinster Regional Health Forum.

County Development Board Interagency Initiative

Mr Minnock briefed the members on the County Development Board Interagency Initiative – Partnership for the development of sustainable community facilities in County Kildare. He advised that the Council had formed a service level agreement with Leader towards funding of significant community developments and he circulated a copy of Kildare Local Authority Community Facilities Policy for the information of the members. The policy sets out why the Council supports community facilities, the role in providing community facilities and how decisions are made about the need for, and location of, community facilities, with 25% funded by the Council and 75% funded by Leader. The members thanked Mr Minnock for his report and welcomed the initiative. Councillor O’Loughlin sought clarity on two particular projects, namely Newbridge Town Hall and the Community Centre in Rathangan. Councillor L Doyle expressed concern that the Council funding was being sourced from development levies. Councillors Callaghan and O’Loughlin mentioned an RTE production that was due to air shortly on Rathangan called ‘Dirty Old Town’ and felt the name of the programme was very inappropriate. Mr Minnock answered the members questions and advised Councillor O’Loughlin that he would have an update on St Patrick’s Park, Rathangan, before the next meeting.

Resolved on the proposal of Councillor O’Donnell, seconded by Councillor O’Loughlin, that the Kildare Local Authority Community Facilities Policy be approved.

The members noted a report, which had been circulated, outlining the grants recommended for approval.

Resolved on the proposal of Councillor McGinley, seconded by Councillor McEvoy, that the recipients of the grants referred to in the document presented to Council be approved.

Kildare Water Supply

Mr McGowan, Senior Engineer, Water Services, circulated a report and made a presentation to the members on the Kildare Water Supply. He outlined details of water supply sources, demand, water purchase and water charging, domestic water metering, frozen services, water conservation, water leaks and the effect the severe weather in December/January had on the water supply in the county. Mr McGowan answered the members questions and Mr Boland outlined the current position on the Water Services Capital Investment Programme. The members thanked Mr McGowan for his comprehensive overview of the water supply situation in the county.

Annual Financial Statement for Financial Year ended 31 December 2010

Ms Sweeney presented the Annual Financial Statement for financial year ended 31 December 2010 to the members.

Resolved on the proposal of Councillor McGinley, seconded by Councillor Kennedy, that the report be noted.

Approval of Over-expenditure for Year ended 31 December 2010

Ms Sweeny referred to appendix 9 of the Annual Finance Statement, which set out the over-expenditure for year ended 31 December 2010.

Resolved on the proposal of Councillor McGinley, seconded by Councillor Kennedy, that the over expenditure set out in appendix 9 of the Annual Financial Statement for year ended 31 December 2010, and re-produced in appendix 1 to these minutes, be approved.

Mayor’s Business

The Deputy Mayor wished Councillor Nolan well in the forthcoming Senate elections.

The Deputy Mayor reminded the members of the forthcoming LAMA conference to be held on 28 April 2011 and the importance of delegates attending. He also reminded members that subscriptions to LAMA were now due.

Correspondence

The council noted receipt of the following correspondence:

 Letter from The County Kildare Association acknowledging the visit of Mayor Weld and his wife to the St Patrick’s Day Parade and festivities.

 Letter from the Minister for Education and Skills acknowledging receipt of this council’s letter in relation to the location for the head office for any new amalgamation of the Vocational Education Committees to include County Kildare.

Councillor O’Donnell, referring to the Mayor’s visit to New York for St Patrick’s Day, requested that consideration be given to identifying other groups/organisations who have lilke minded initiatives in relation to contact with similar associations in New York. The County Manger agreed to list this matter for discussion at the next Corporate Policy Group meeting.

Reintroduction of the Home Improvement Grant Scheme

The Council considered the following motion in the name of Councillor Griffin:

That we call on the Minister for the Environment Mr Phil Hogan, to prioritise the reintroduction of the home improvement grant scheme.

Councillor Griffin indicated to the meeting that the previous home improvement scheme had been very successful and that it should be put to the Minister for the Environment to consider putting this scheme back into operation. The members supported this motion.

Resolved on the proposal of Councillor Kennedy, seconded by Councillor Nolan, that Kildare County Council call on the Minister for the Environment to consider the reintroduction of the home improvement grant scheme.
