Public Notice - HAP tenancies

 

In light of the COVID-19 situation and recent announcements made by Government in relation to measures being taken to combat the spread of Covid-19, HAP tenants are advised of the following information, to ensure the continuity of HAP tenancies:

 

  • If a HAP tenant does not experience any change in financial circumstances as a result of the steps being taken to combat the spread of COVID-19, there should be no change to the operation of the scheme – HAP payments will continue to be made to the landlord and the tenant’s differential rent will continue to be collected;
  • If a tenant does experience a change in financial circumstances on foot of COVID-19, those tenants should contact the Department of Employment Affairs and Social Protection and apply for the relevant supports (https://www.citizensinformation.ie/en/social_welfare/social_welfare_payments/unemployed_people/covid19_pandemic_unemployment_payment.html#ld1a9a );
  • To offset a requirement to present in person in local authority offices, documentation received from DEASP and from your employer should be scanned / photographed and submitted to your local authority as soon as possible as proof of a change in financial circumstances along with a completed Rent Declaration form;
  • Staffing levels within Kildare County Council have been reduced and this may lead to delays in differential rent amounts being amended. However, this will not affect your HAP payment to your landlord provided that you have returned your completed form. We are working hard to ensure that minimum delays are experienced.
  • Differential rent arrears that accumulate following the submission of DEASP documentation during the COVID-19 measures will be re-assessed and rectified as soon as possible. This will not affect your HAP payment to your landlord.

In the interests of reducing direct contact, the daily HAP clinic has been suspended until further notice. HAP tenants should carry out their business over the phone and/or electronically if possible.

The Minister for Housing, Planning and Local Government recognises the additional pressures facing both landlords and tenants in relation to the Covid-19 crisis and is working with local authorities and the HAP Shared Services Centre to ensure the continuation of HAP tenancies during this period.

What is the Housing Assistance Payment?

Housing Assistance Payment (HAP) is a new social housing support.  HAP will replace Rent Supplement for those with a long term housing need.

How does it work?

If you are eligible as an approved housing applicant, you must find your own private rented accommodation (within specific rent caps). The Local Authority will pay the landlord directly and the tenant will pay a rent to the local authority based on the differential rent scheme. The rent will be based on your weekly household income and works in a similar way to the differential rents charged for local authority houses.

The Homeless HAP ( Housing Assistance Payment) Place Finder Service will assist Households in Emergency Accommodation primarily by providing access to deposits and advance rental payments.

The Homeless HAP Place Finder Service will provide :- 

Deposit up to the value of one month's HAP payment

Payment of up to two months HAP rent payment in advance in order to secure a tenancy.

If you are applying for Homeless HAP Place Finder Service you must first  be assessed  with our Homeless Team in the Housing Department

The Residential Tenancies (Amendment) Act 2019 was signed into law on 31/05/19. Changes have been made in relation to Termination Notice periods and procedures, and, amended Rent Pressure Zones.

Please note due to the extreme volume of applications it is currently taking approximately 8 weeks to process HAP Applications.

The HAP Unit will contact you when your HAP application is approved, an appointment will be made at this time, for you to come in sign up and finalise the HAP Application process.
