CALL FOR PROPOSALS 2017

Provision of accommodation by Approved Housing Bodies for people with specific categories of housing need.

Approved Housing Bodies are invited to submit proposals under the Capital Assistance Scheme (CAS) for the provision of housing to cater for priority groups such as elderly people, homeless persons and people with a disability, with a particular emphasis on moving people with a disability from congregated settings into community based living. The proposals may be for new Capital Assistance Scheme construction projects and/or acquisition proposals to cater for these priority groups.

Capital Assistance Scheme projects will be assessed in particular, but not exclusively, under the following headings:

 (i) The extent to which the proposal addresses the Local Authority's housing need

(ii) Value for Money

(iii) The capacity of AHB's to deliver new projects in a good timeframe, and

(iv) All applications must comply with the terms and conditions of the Capital Assistance Scheme as set out in Memorandum VHU:2/02 and the arrangements set out in the various Circulars referred to in Department Circular: Housing 30/2017.

Participation in this "Call"  is open only to AHB's who have signed up to the Voluntary Regulatory Code and are able to demonstrate commitment to and engagement with both the VRC and the Financial Standard and Assessment Framework.

Approved Housing Bodies should note that the provisions of Department Circular: Housing 45/2015 should be consulted as appropriate when submitting proposals for the provision of housing for people with disabilities.  

CAS construction proposals submitted will be subject to the four-stage approval process under the Capital Works Management Framework (CWMF).  

The Buy & Renew scheme as outlined in Department Circular: Housing 29/2017 can also be availed of for CAS funding under this "Call for Proposals".
