Notice of proposed amendment no.1 to the Maynooth Local Area Plan 2013-2019

Notice is hereby given pursuant to Section 20(3) of the Planning & Development Acts 2000 (as amended) that Kildare County Council, being the planning authority for Maynooth, proposes to make an Amendment to the Maynooth Local Area Plan 2013–2019.

The proposed amendment includes the following:

(i)                  To change the zoning of lands from ‘I Agricultural’ use and ‘H4 Office’ use to ‘C New Residential’ use, comprising a total of circa 33 hectares on lands at Railpark and Blacklion to the east of Maynooth;

(ii)                To extend the local area plan boundary and to zone circa 13 hectares for ‘I Agricultural’ use;

(iii)               To incorporate a future strategy for the development of lands, ‘Railpark Key Development Area’;

(iv)              To provide for the potential re-alignment of the proposed road connecting the Leixlip Road and Celbridge Road, the potential realignment of the Leixlip Road; an alternative junction on the Leixlip Road and to provide for vulnerable road users;

(v)                To amend the Land Use Zoning Matrix so that ‘childcare/crèche/playschool’ uses are ‘open for consideration’ on land zoned as ‘F:Open Space & Amenity’;

(vi)              A number of consequential changes arising to provide for these proposed amendments.

The reasons for this amendment are to: (1) align the Maynooth Local Area Plan 2013-2019 with the Core Strategy of the Kildare County Development Plan 2017-2023; (2) facilitate the development of the Maynooth Eastern Relief Road and; (3) align the land use zoning matrix in relation to childcare with other recently adopted local area plans.

The Draft Proposed Amendment No. 1 to the Maynooth Local Area Plan 2013-2019 comprises:

  • A written statement and associated maps;
  • An Environmental Report on the likely significant effects on the environment in accordance with the requirements of Article 14D of the Planning and Development Regulations 2001 (as amended);
  • A Report for Screening for Appropriate Assessment in accordance with Section 177U of the Planning and Development Act 2000 (as amended) which concluded that the proposed amendment is not likely to have a significant effect on European sites;
  • A Strategic Flood Risk Assessment Report;
  • An Infrastructural Assessment.

A copy of the Proposed Amendment No. 1 to the Maynooth Local Area Plan 2013-2019, together with associated reports may be inspected from Monday 18 June 2018 to 5pm Monday 30 July 2018 at the following locations:

 Submissions / Observations

Written submissions or observations with respect to Proposed Amendment No. 1 and the environmental reports may be made to Kildare County Council on or before 5pm on 30 of July 2018 in one of the followings ways:

Any such written submissions or observations made before the stated closing date and time and to the specified postal address or online will be taken into consideration before the making of the amendment.  Written submissions or observations must include your name and may include a contact address. Where relevant, details of any organisation, community group or company etc. which you represent must also be included.

Please make your submission by one medium only i.e. in hard copy or online. Faxed submissions will not be accepted.
