Capitol Assistance Scheme


Provision of accommodation by Approved Housing Bodies for people with specific categories of housing need.

Approved housing bodies are invited to submit proposals under the Capital Assistance Scheme (CAS) for the provision of housing to cater for priority groups such as elderly people, homeless persons and people with a disability with a particular emphasis, but not exclusively, on moving people with a disability from a congregated setting into community based living. The proposals may be for new Capital Assistance Scheme construction projects and/or acquisition proposals. Proposals for the construction of new units will be accepted by the Department of  the Environment, Community & Local Government from local authorities up to the end of November 2016 allowing time for approved housing bodies to develop good quality proposals. The funding on offer for acquisitions is available on the basis that it  is drawn down by local authorities by the end of November 2016 and proposals submitted for acquisitions by approved housing bodies should be on this basis.

Only those approved housing bodies who have signed up to the Voluntary Regulatory Code will be eligible for funding under this CAS "Call for proposals 2016".  Approved housing bodies should note that the provisions of Circular: Housing 45/2015 should be consulted as appropriate when submitting proposals for the provision of housing for people with disabilities. CAS construction proposals submitted will be subject to the four-stage approval process under the Capital Works Management Framework (CWMF).
