Conversion of St.Dominic’s Church, Convent Lane, Athy to a Public Library

Section 179 of the Planning and Development Act 2000- as amended.

Part 8 of the Planning and Development Regulations 2001- as amended.


Conversion of St.Dominic’s Church, Convent Lane, Athy to a Public Library.

St. Dominic's Church is a Protected Structure included in the Record of Protected Structures for Athy. Ref. RPS AY074 (NIAH Ref.11505258) and is located within the Athy Architectural Conservation Area.

In accordance with Part 8, Article 81, of the above regulations, Kildare County Council hereby gives notice of its intention to convert and extend St. Dominic’s Church, Convent Lane, Athy for use as a Public Library and associated facilities.

The proposed development will consist of:

  • change of use of the existing St. Dominic’s Catholic Church building (a Protected Structure RPS AY 074 NIAH Reg. No. 11505258) with a GFA of 970m2 , from use as Church to use as a Public Library.
  • construction of a 39m2 extension to the existing Mezzanine Level.
  • construction of a new level ground floor over the existing sloped ground floor.
  • insertion of new windows in the single storey sections of the building to south and north facades.
  • alterations to existing entrance steps and ramps.
  • site works associated with the construction of 22 car parking spaces with access control barrier, and new link road to development lands to the south.
  • site works associated with formation of new connections to existing public foul and surface water drainage, and existing utilities.

Plans and particulars of the proposed development will be available for inspection or purchase for a fee not exceeding the reasonable cost of making a copy during office hours from  Friday, 15 July 2016 to Friday, 2 September 2016 inclusive, at Kildare County Council, at the address below and at Athy Community Library, Emily Square, Athy, Co. Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development is to be carried out, must be made in writing to the County Librarian, Kildare County Council Library Service, Riverbank Arts Centre, Main Street, Newbridge, Co. Submissions should be clearly marked: “St. Dominic’s Church- Planning Submission”.

All comments, including names and addresses of those making comments, submitted to the Council in regard to this scheme will form part of the statutorily required report to be presented to the monthly meeting of Kildare County Council.  Accordingly, they will also be included in the minutes of that meeting and may appear in the public domain.
