ENVIRONMENTAL IMPACT STATEMENT

M4 KINNEGAD-ENFIELD-KILCOCK MOTORWAY SCHEME 2001.
| Westmeath
County Council has prepared an Environmental Impact Statement in respect
of the above Scheme which will provide a Motorway that will extend from
the M4 south of Kilcock, bypassing Cloncurry, Enfield, Ballynadrumny, Clonard
and Kinnegad, to the N4 north west of Kinnegad, incorporating a link with
the N6, west of Kinnegad.
The Scheme consists of: · 34km long motorway which will link the N4 and N6 National Primary Routes west of Kinnegad to the existing M4 Motorway at Kilcock passing through the townland of Kinnegad in County Westmeath. In County Meath it passes though the townlands of Rossan, Hardwood, Ticroghan, Ardnamullan, Towlaght, Mulphedder, Newcastle, Posseck-stown, Johnstown and Ballycarn. In County Kildare it passes through the townlands of Kilrathmurray, Ballinlig, Ballyonan, Garrisker, Royaloak, Moyvally, Kilmore, Kilmore-brannagh, Martinstown, Ballyvoneen, Clon-curry, Ballynakill, Cappagh, Killickaweeny, Nicholastown, Pitchfordstown, Boycetown and Kilcock. · Provision of a link road from the existing R407 to the existing R148 via the proposed Kilcock Interchange. · Provision of a link with the N6, west of Kinnegad. · Provision of 4km long standard dual carriageway through the townlands of Crossanstown, Correllstown, Griffinstown and Monganstown in County Westmeath linking the N4 with the proposed motorway. · Provision of motorway Interchanges at Kinnegad, Enfield and Kilcock. |

The provision/realignment of approximately 15.6km of the following local
and regional roads:
In County Westmeath the Griffinstown Road (LS5012), N6 Interchange link road and the N4 Interchange west. In County Meath the Ballinabrackey Road (LS8021), the Edenderry Road (R401), Ardnamullan Lane, Ticroghan Road (LP 4018), Buaille Boreen (LP 4018-4), Johnstown Bridge Road (R402), the Enfield Interchange. In County Kildare the Clonard New Road (L5001-0), Broadford Road (L1002-1), Ballina Road (L5006-1), Kilmore Road (L5005-2), Kilmorebrannagh Road (L1003-1), Cloncurry Road (L1007-1), Cappagh Hill Road (L5027-2), Clane Road (R407) and the existing N4 tie-in to the proposed motorway interchange. · Construction of 33 structures. · Provision of dual main line tolling plaza in the townland of Killickaweeny in County Kildare and tolling plaza on the west facing slip roads in the townland of Newcastle in County Meath. · Associated ancillary works. as illustrated below, and has applied to An Bord Pleanala for approval of the proposed road development under Section 51 of the Roads Act, 1993 (as amended by the Planning and Development Act 2000). the hours of 9.30am to 1.00pm and 2.00pm to 4.00pm on working days between
Wednesday 7th March 2001 and Thursday 12th April 2001.
In view of the current Foot and Mouth Disease situation, it is suggested that members of the public wishing to inspect the Environmental Impact Statement, do so by making an appointment with officials in the above locations. The contact number for the purpose of making appointments is: National Road Design Office, Westmeath County Council - 044 34250 (between the hours of 9.30am to 1.00pm, and 2.00pm to 4.30pm, Monday to Friday). A copy of the non-technical summary (Volume 1) of the statement may be purchased for a fee of £5. A copy of the statement (Volume 2 Main Report and Volume 3 Plans and Illustrations) may be purchased for a fee of £60. In addition Volume 4 (Appendices) is available for purchase for a fee of £50. Written submissions in relation to the likely effects on the environment of the proposed road development may be made to An Bord Pleanala, Floor 3, Blocks 6 & 7, Irish Life Centre, Lower Abbey Street, Dublin 1 before Friday 27th April 2001. A Motorway Scheme has been made in respect of the proposed road development and an oral hearing will be held in relation to that scheme. Evidence in relation to the likely effects on the environment of the proposal may be given at the oral hearing. Before making its decision on the application for approval, the Board must consider the Environmental Impact Statement, |
any written
submissions made to it and not withdrawn and, where an oral hearing is held,
the report and any recommendations of the inspector holding the oral hearing
where evidence was given in relation to the likely effects on the environment
of the proposal. Public notice of any oral hearing will be given at a later
date.
