M4 KINNEGAD-ENFIELD-KILCOCK MOTORWAY SCHEME 2001.
| Westmeath
County Council has made the M4 Kinnegad Enfield Kilcock Motorway Scheme
2001, under Section 47 of the Roads Act, 1993 as amended and extended by
the Roads (Amendment) Act, 1998 which it proposes to submit to An Bord Pleanala
("the Board") for approval. If the Scheme is approved by the Board,
Westmeath County Council will then be authorised to provide a Motorway,
which extends from the M4 south of Kilcock, bypassing Cloncurry, Enfield,
Ballynadrumny, Clonard and Kinnegad, to the N4 north west of Kinnegad, incorporating
a link with the N6, west of Kinnegad.
The Scheme consists of:

Monganstown
in County Westmeath linking the N4 with the proposed motorway.
In County Westmeath the Griffinstown Road (LS5012), N6 Interchange link road and the N4 Interchange west. In County Meath the Ballinabrackey Road (LS8021), the Edenderry Road (R401), Ardnamullan Lane, Ticroghan Road (LP 4018), Buaille Boreen (LP 4018-4), Johnstownbridge Road (R402), the Enfield Interchange. In County Kildare the Clonard New Road (L5001-0), Broadford Road (L1002-1), Ballina Road (L5006-1), Kilmore Road (L5005-2), Kilmorebrannagh Road (L1003-1), Cloncurry Road (L1007-1), Cappagh Hill Road (L5027-2), Clane Road (R407) and the existing N4 tie-in to the proposed motorway interchange.
as illustrated below: Approval of the scheme will authorise Westmeath County Council to compulsorily acquire certain land (or substratum of land) and certain rights in relation to land, to extinguish certain public and private rights of way, to prohibit or restrict direct access to the |
motorway
from adjoining land. Approval of the scheme will also have the effect of
revoking or modifying certain planning permissions, which have already been
suspended or modified by the scheme.
A copy of the Scheme
and of the map referred to in it may be inspected at : (iii) Westmeath County Council, Mullingar, Co. Westmeath, between the hours of 9.30am to 1.00pm and 2.00pm to 4.00pm on working days between Wednesday 7th March 2001 and Thursday 12th April 2001. In view of the current Foot and Mouth Disease situation, it is suggested that members of the public wishing to inspect the scheme, do so by making an appointment with officials in the above locations. The contact number for the purpose of making appointments is: National Road Design Office, Westmeath County Council - 044 34250 (between the hours of 9.30am to 1.00pm, and 2.00pm to 4.30pm, Monday to Friday). Written objections in relation to the Scheme may be made to An Bord Pleanala, Floor 3, Blocks 6 & 7, Irish Life Centre, Lower Abbey Street, Dublin 1, before Friday, 27th April 2001. The Board may approve the Scheme with or without modifications or it may refuse to approve it. However, before making its decision, the Board must arrange for the holding of an oral hearing into all matters relating to the Scheme, consider any written |
objections
to the Scheme which have been made to it and not withdrawn and consider
the report and any recommendations of the person holding the oral hearing.
Public notice of the oral hearing will be given at a later date.
Landowners and occupiers referred to in the Scheme and persons affected by the proposed revocation or modification of planning permissions specified in the Scheme will receive individual written notice.
